AUSTIN, Texas (June 24, 2025) – Leaders and energy advocates and experts across Texas are celebrating the 89th Texas Legislature’s passage of several pieces of nuclear legislation – which have now been signed into law – that will make Texas the leader in reviving a nuclear renaissance.
Among these new policies is House Bill 14 by State Rep. Cody Harris (R–Palestine), Vice Chair of the House Nuclear Caucus, which establishes funding mechanisms and regulatory support to accelerate nuclear energy deployment in the state, including creating a Texas Advanced Nuclear Energy Office and Texas Advanced Nuclear Development Fund.
House Bill 14 has drawn support from stakeholders across the state who recognize nuclear energy’s tremendous advantages for Texas’ energy portfolio and the state’s prime position to lead the way in advancing nuclear solutions.
What they’re saying:
| Governor Greg Abbott
“Texas is the energy capital of the world, and this legislation will position Texas at the forefront of America’s nuclear renaissance. By creating the Texas Advanced Nuclear Energy Office and investing $350 million—the largest national commitment—we will jumpstart next-generation nuclear development and deployment. This initiative will also strengthen Texas’ nuclear manufacturing capacity, rebuild a domestic fuel cycle supply chain, and train the future nuclear workforce.”
—June 2, 2025, Office of the Texas Governor
| HB 14 Bill Author Chairman Cody Harris
“Investment in nuclear technology has now become a strategic and moral imperative for our country. The global race for energy dominance is not just an economic competition, it is a geopolitical contest with immense national security implications. The United States cannot afford to cede leadership in nuclear energy to China.”
“By passing this bill, Texas will become the epicenter of a national nuclear renaissance. Texas will attract billions in private capital investments and create tens of thousands of high-wage jobs for Texans up and down the nuclear value chain.”

| HB 14 Senate Bill Sponsor Chairman Charles Schwertner
“President Trump’s executive orders are paving the way for a nuclear renaissance, and with the passage of HB 14, Texas has a prime opportunity to lead the nation in the development and construction of nuclear energy.”

| Texas Nuclear Alliance President Reed Clay
“With the passage of HB 14 and associated legislation, Texas is now positioned to lead a nuclear renaissance that is rightly seen as imperative for the energy security and national security of the United States. Such monumental legislation is only possible with the vision and leadership of the Governor, the Lt. Governor, the Speaker, and of course the bill’s authors, Representative Cody Harris and Senator Charles Schwertner. We are grateful for their leadership. It’s time to build.”
—May 30, 2025, Texas Nuclear Alliance
| Former Public Utility Commission of Texas Commissioner Jimmy Glotfelty
“Everybody in the nuclear space would like to build plants here in Texas. We are the low regulatory, low cost state. We have the supply chain. We have the labor. And what this bill will do will put us a leg up on every other state.”
—March 24, 2025, Inside Climate News
| Chairman of the Public Utility Commission of Texas Thomas Gleeson
“I need more of pretty much everything. If you care about the environment, if you care about clean air, I’m glad that you love batteries and I’m glad that you love wind, I’m glad that you love solar. Fall in love with nuclear—it has to be a part of the solution.”
—March 24, 2025, Inside Climate News
Importantly, Senate Bill 1061, authored by State Sen. Tan Parker (R–Flower Mound) also passed and streamlines the permitting process for mining uranium—the raw material used to produce nuclear fuel—strengthening the domestic supply chain, reducing permitting delays and ensuring fuel availability keeps pace with the development of advanced reactors.
