TNA Applauds Passage of HB 14 to Create Texas Advanced Nuclear Deployment Office and Texas Advanced Nuclear Development Fund

AUSTIN, TX (April 23, 2025) – The Texas House of Representatives today passed House Bill 14 by State Rep. Cody Harris, which establishes funding mechanisms and regulatory support to accelerate nuclear energy deployment in the state.

“As Texas considers its energy future, the time has come to invest in nuclear power—an energy source capable of ensuring grid reliability, economic opportunity, and energy and national security,” said TNA President Reed Clay. “House Bill 14 will equip our state to do so, ultimately fulfilling Governor Greg Abbott’s charge to position Texas to lead a nuclear power renaissance in the United States.”

While Russia and China are leading the world in the export of nuclear technology, and China currently has dozens of nuclear reactors under construction, concerningly, the United States has stalled the growth of nuclear energy—the most reliable, energy-dense, and carbon-free power source.

House Bill 14 presents a timely and important opportunity to correct course by creating the Texas Advanced Nuclear Deployment Office and establishing a Nuclear Permitting Coordinator to support the development and deployment of advanced nuclear and innovative energy technologies in Texas. HB 14 also creates the Texas Advanced Nuclear Development Fund to provide grants and funding for advanced nuclear reactor projects in Texas.

Texas is experiencing rapidly increasing demand for electricity and needs proven, reliable, and clean energy sources. Advanced nuclear reactors provide a viable solution, offering the most reliable power generation.

Key impacts and benefits of HB 14 include:

  • Grid Reliability: Expands Texas’ clean energy portfolio with dispatchable, always-on nuclear power.
  • Economic Growth: Spurs significant investment in manufacturing, creating high-wage jobs.
  • Regulatory Efficiency: Simplifies the permitting process for nuclear projects.
  • Energy Security: Solidifies Texas as the energy capital of the world and a leading exporter of nuclear technology, ensuring the United States—not China—is exporting nuclear power to the developing world.

“Texas is entering a pivotal moment and has a unique opportunity to lead. The rise of artificial intelligence and a rebounding manufacturing base will place unprecedented demands on our electricity infrastructure. Meeting this moment will require consistent, dependable power, and with our business-friendly climate, streamlined regulatory processes, and energy-savvy workforce, we are well-positioned to become the hub for next-generation nuclear development,” continued Clay.
